The study of Municipal Finances in Karnataka is a project of CBPS funded by the
Ford Foundation since 2001. The principal aim of this study was to look into
finances of urban local self governments in small towns of Karnataka to learn
about the various processes of governance in place. CBPS has studied 15
municipalities from diverse parts of Karnataka.
After the advent of the 73rd and 74th Constitutional Amendments, there has been
a great deal of focus on decentralised governance. Local self governments such
as Panchayats and Municipalities were slated to become the driving force behind
social and economic growth by making governance more rooted in the processes of
democratic functioning in these third tier institutions.
The study of Municipal Finances in Karnataka focussed on how much this
decentralisation of decision making, backed by effective resource allocation,
had actually happened in Karnataka. Budgets of Municipalities reflect many of
these issues very clearly. The process of budget making, access to information
and awareness of various governance issues of elected representatives, the
relationship of these urban self governments and the State, apart from the
actual flow of money and its utilisation patterns, were some of the many issues
that are investigated in this study.
Project Methodology
1. The main tool of investigation into the functioning of urban local self governments has been the budget. A lot of connected data on the processes of financial decision making is also collected.
2. Interviews with elected representatives and administrative officials have also been conducted to understand processes of negotiations between the political and administrative wings of governments on issues of budgeting expenditure and shortfalls in revenue among other matters.
3. The CBPS team prepares a preliminary simple analysis of the budget data for several years and feeds back the insights to the municipal government by holding a workshop on budget analysis for the councillors and administrators there. Their reactions to the conclusion drawn are sought and integrated back into understanding the process of budget making.
4. CBPS has also made a documentary film on municipal governance in the town of Karwar. This film contains interviews with a diverse set of stakeholders in Karwar to draw attention to the strengths and weaknesses of the system of municipal governance in place in Karnataka at present. It is hoped that this film will prove to be an excellent instrument of generating debate on the issues of urban local self governance.
Key Concerns
The key concerns of the study remain focused on the degree of implementation of the 74th Constitutional Amendment in Karnataka.In the face of rapidly changing demographic profiles of small town India, this tracking is of vital importance. However, while focusing on financial resources is central to effective governance, we also realise that healthy democratic institutions need to be in place to boost such efforts. Otherwise the whole experiment could falter seriously.
